
CCSF UI had the great opportunity to be a presenter at the 26th IUFRO World Congress 2024.
The 26th World Congress of the International Union of Forest Research Organizations (IUFRO), held in Stockholm from June 23 to 29, 2024, provided a global forum for the exchange of knowledge, perspectives, and visions among scientists from a wide range of disciplines and for dialogue with youth, policymakers, forest managers, business representatives, and civil organizations.
The event was a success, bringing together 4271 participants from 102 countries.
The head of CCSF UI, Mr. Sonny Mumbunan, Ph.D., explained the key point to analyzing the successful implementation of ecological fiscal transfers at this event.
CCSF UI contributes to strengthening the innovative policy of general-purpose ecological fiscal transfer on forest cover to reduce greenhouse gas emissions in the land-based sector in Indonesia. With an explicit link to forest cover, this new fiscal transfer policy is expected to change the incentive structure for reducing deforestation in Indonesia.
In his presentation at the IUFRO World Congress 2024, Mr. Sonny Mumbunan, Ph.D., said that a comprehensive evaluation approach will adopt a political economy framework, use the literature on transformational change to analyze the underlying policy processes that led to this ambitious policy reform, and present a detailed research protocol aimed at providing evidence on the impacts and pathways of Indonesia’s EFT policy.
Mr. Sonny Mumbunan explained that Indonesia has established the world’s largest REDD+ funding to date, at USD 1 billion per year. This general-purpose fiscal transfer allocates funds from the central government to subnational governments based on the forest cover indicator in the calculation of subnational governments’ fiscal needs, which is regulated by UU HKPD 2022.
