The “Kebijakan dan Program/Kegiatan Sektor Energi di Daerah dalam Rangka Mendukung Pencapaian Net Zero Emission” handbook is dedicated to advancing greenhouse gas emission reductions at both local and national levels, paving the way for a sustainable future in Indonesia.
Achieving significant emission reductions cannot be solely reliant on the central government. Subnational governments must play an active role, especially since Indonesia’s vast natural resources are primarily managed within the jurisdictions of local authorities. However, limitations in mandates remain a key challenge, underscoring the need for clarity and coordination to maximize regional participation.
Progress in regional involvement is now gaining momentum. The issuance of Presidential Regulation No. 11/2023 provides local governments with the legal framework to manage renewable energy projects in collaboration with the central government, granting them an essential role in the nation’s energy transition efforts.
This handbook offers practical guidance on regional energy programs and initiatives, emphasizing their urgency, design, and implementation to facilitate an equitable energy transition. Furthermore, it delves into regulatory application and financial planning, offering actionable insights to address regional challenges and bridge gaps in understanding.
We hope this handbook serves as a valuable tool for regional governments, empowering them to overcome obstacles and contribute effectively toward Indonesia’s Net Zero Emissions (NZE) target.
