Indonesia currently has the most transformative fiscal transfer for forest conservation in the world. Starting this year (2023), Indonesia has launched general-purpose fiscal transfers (DAU/Dana Alokasi Umum) from the national to sub-national governments allocated according to the size of forest cover of provinces, districts and municipalities country wide. Forest cover has become one of the regional characteristics indicators that determines the fiscal need of sub-nations to calculate the DAU fund to them. The forest cover indicator (weighted 15% of all indicators) considers all primary and secondary forests in Indonesia, including its mangrove and peat forests. The Ministry of Finance regulates this transformative fiscal transfer scheme in line with the recently enacted Law on Fiscal Relations in 2022 (UU HKPD).
This project is part of an initial study that aims to understand how sub-national jurisdictions and key actors may respond to this new and transformative fiscal transfer scheme. Further interest is on how sub-nationals gain benefits for enhanced forest protection from this already existed new fiscal transfer policy – yet whose presence remains to be noticed and appreciated.
Requirements
- Fresh graduate (S1 or S2) with maximum 2 years experience in Forestry, Environmental Science, Conservation Biology, Public/Fiscal Administration, Development Studies, Political Science, and other related fields.
- Interested in interdisciplinary, sustainability themes
- Able to travel when required
- Having experience managing projects and maintaining good teamwork in student organizations will be preferred
Key Responsibility
- Coordinate day-to-day activities, including managing technical and administrative matters
- Plan and manage resources allocation and deliverables based on project
- Manage and control schedule and budget for projects (in collaboration with CCSF UI team)
- Accelerate better communication and collaboration between project teams and all related parties including stakeholders
- Lead and participate in meetings and conferences with key stakeholders
