The Sub-National Development Bank (SNDB) continues increasing its contribution to Indonesia’s economy and regional development. With 27 SNDBs registered by the OJK, recorded at the beginning of 2022, SNDB’s total assets reached 885 trillion rupiahs, with a year-on-year profit of 3.6 trillion rupiahs and core capital of 94 trillion. In Java, SNDB already has a market share of 10–12 percent, further showing the potential of SNDB to compete with national and commercial banks. The significance of SNDB’s contribution makes it have a strategic role in funding and allocating financial resources to support climate adaptation on a regional scale (UNCTAD, 2022), as well as being a key stakeholder in stimulating the development and a low-carbon economy.

However, SNDB’s potential contribution to low-carbon development and the economy remains underutilized. In comparison to the national banking industry, which has begun to adopt green banking principles and has practically implemented sustainable finance schemes in support of the funding of environmentally friendly business activities, SNDB still faces several issues, including (1) SNDB’s lack of understanding of the perspective of climate physical and transitional risk, (2) SNDB’s lack of internal capacity to understand and respond to climate risks that pose long-term risks for economic and regional development, and (3) The current low-carbon initiatives have not facilitated the SNDB’s funding scheme.

Our research is interested in exploring the role and actual conditions faced by SNDB in supporting low-carbon development and economy in Indonesia, primarily related to the need for SNDB internal capacity building as one of the essential capitals for future decarbonization action plans in the region. The research is a cooperation between The Center for Climate and Sustainable Finance (CCSF) of The Institute for Sustainable Earth and Resources at the University of Indonesia and Yayasan Visi Indonesia Raya Emisi Nol Bersih (ViriyaENB).

Requirements

  • Fresh or master graduate (S1 or S2) in economics and development, finance, administration study, spatial planning, anthropology.
  • Good command of written English
  • Interested in interdisciplinary, sustainability themes.
  • Preferably with experience in writing/preparing a policy brief
