Indonesia has the world’s most transformative fiscal transfer for forest conservation. Starting in 2023, Indonesia has launched general-purpose fiscal transfers (DAU/Dana Alokasi Umum) from the national to sub-national governments allocated according to the size of forest cover of provinces, districts and municipalities country wide. In the country’s intergovernmental fiscal relations, forest cover has become one of the regional characteristics indicators that determines the fiscal need of sub-nations to calculate the DAU fund from the central government to them. The forest cover indicator considers all primary and secondary forests in Indonesia, including its mangrove and peat forests.

This research is focused on studying how a policy proposal for transformative ecological fiscal transfer has become a viable policy in Indonesia. The objective is to comprehend this from a political-economy perspective of all relevant actors and dynamics at the national and sub-national levels. Additionally, the research will trace the evolution of this idea since its introduction as a policy proposal in Indonesia in 2009, with emphasis on policy options, forest cover indicators and its metrics.

Key Responsibilities:

  • Understanding of substance and policy contexts of the fiscal transfer instrument and scheme.
  • Co-developing interview instrument.
  • Undertaking interviews with key and relevant actors.
  • Involved in focus group discussions.
  • Reporting interview and discussion results.
  • Work cooperatively with the research team (in Indonesia and France) throughout the research.

Requirements:

  • A Ph.D. degree (S3) or a master’s graduate (S2) with extended research experience.
  • Background in Anthropology is preferred, but applicants with backgrounds in Sociology or Political Ecology are also welcome to apply for this position.
  • Interest in interdisciplinary and sustainability themes.
  • Strong interview and probing skills, writing capacity, and good command of written English are necessary.
